THE NFL yesterday officially deferred its planned two-team expansion by a year when the commissioner, Paul Tagliabue, said that 1995 is the earliest the league can accommodate 30 teams. The choice for the two new franchises will be between Jacksonville, Memphis, St Louis, Baltimore and one other city.
