ATTEMPTS by Nance Frank, the former skipper of US Women's Challenge, to initiate formal proceedings and charges against Ross Field, the skipper of the leading yacht Yamaha, for cheating were blocked by the international jury yesterday. They decided that the allegations of passing weather information between Frank's navigator, Adrienne Cahalan, and her boyfriend Field could not be heard under the rules and that their action did not qualify as a gross breach of sportsmanship. 'The rules do not allow the jury to act further in this matter,' the chairman Staveley Roberts said.
