SURELY the answer to fixing top pay is to put the jobs out to tender. A job description and performance criteria would be issued and people invited to tender. The lowest bid wins the job. If top bosses would find this system too threatening, they can always put their faith in old-fashioned but rational job evaluation - as most of the rest of us are forced to.
