Sir: Perhaps the Lord Chancellor could allow himself second thoughts and decide against putting on ice the Bill on mental incapacity?

The bill was prepared by the Law Commission with great care and after wide consultation. It gives clear guidance on what patients can decide and when, what others can decide if patients are not able to, and who those others might be. It provides safeguards and ensures access to the courts. If the Bill is put before Parliament, we may emerge with a statute which helps patients, their families and their doctors.
