THE possibility of the British National Party taking control of the Isle of Dogs 'neighbourhood' is only there for one very simple reason: the decentralisation of Tower Hamlets borough into seven neighbourhoods in 1986 by the controlling Liberal Democrat group, which leads directly to the prospect of a minority extremist element taking power in one of them.
