AS BUDGET day draws near we will hear much more about sightings of green shoots. But before the Chancellor is gently led away to upholstered accommodation, would someone kindly explain to him that what he perceives to be the green shoots of recovery could be the mildewed stubble of Thatcher's rapacious harvest.
