Letter: Howard's Bill will turn ramblers into criminals

Sir: As you note in your leading article, a central consequence of Michael Howard's Criminal Justice Bill will be to criminalise people who are, at the moment, perfectly law abiding. Another will be increasingly ever- stretched judicial, police and prison services. The result is likely to be not more law and order, but less.
