Sir: The United Nations and the whole world will be shamed if there is no response to the latest monstrous atrocity in Sarajevo. Lifting the arms embargo on Bosnia, while desirable, would not be enough. There has to be swift, concerted and effective international action to life the siege of Sarajevo. How many greater outrages have to be committed before this is done?
