Sir: In the depths of the recession, 1991-1992, each criticism of government policy was met with the mantra, "We wish we could do something about it but the world is in recession; these things are beyond our control." Now that the global economy is on a better footing (oh yes, and an election approaching in the UK) the same bunch are claiming all the credit.
