AS A parent governor at a secondary school in the Secretary of State for Education's constituency, I wrote to tell him of the overwhelming feeling among parents against the way he is proposing to test 14-year-olds in English and Technology this summer. John Patten's reply included the sentence: 'The final tests will have benefitted from this process.'
