THE 1993 sea-change starts today, when Uranus and Neptune come together in Capricorn. This remarkable planetary line-up last occurred in 1821, also in Capricorn, and a historical parallel can be drawn. In 1820-21, republicanism flourished in England as the monarchy was dragged through the mud. The Prince Regent, soon to become George IV, tried to prevent his estranged wife, Caroline, from becoming Queen.
