AT a time when rail projects are about as numerous as job opportunities for coal miners, we can report that expansion of the Seaforth docks terminal facilities in Liverpool is proceeding apace. One reason given is expected traffic from the Channel tunnel, which stretches the imagination. Another looming reason (see picture) may be more traffic in foreign coal
