Justice Secretary Shabana Mahmood is considering a Texas-inspired prison reform allowing inmates to earn early parole through work and good behaviour.
The proposal suggests a "carrot and stick" approach, where earned credits could lead to earlier parole hearings, while refusal to work could extend sentences.
Ms Mahmood visited Texas to observe their system, which has reportedly seen lower re-offending rates.
It follows a report criticising the UK's current sentencing system for over-reliance on long jail terms, leading to an overwhelmed and ineffective system.
The Justice Secretary is determined to implement the changes despite potential legal obstacles, including human rights legislation.
