Tesla's senior counsel has acknowledged the need for additional permits for both drivered and driverless autonomous rideshare operations in California.
Critics, including a California Assembly member, accuse Tesla of attempting to bypass regulations, while the company states it is taking a phased approach to its ride-hailing service.
