A draft letter from the United States Trade Representative asks negotiating partners for proposals on tariffs, non-tariff trade barriers, digital trade commitments, and quotas for U.S. goods.
The letter warns against waiting for courts to strike down Trump's tariffs, stating his intent to continue the program through any legal means.
