Donald Trump has accused Venezuela of sending "gangs, drugs and dealers" to the United States.
He declined to comment on potentially striking the Venezuelan mainland, saying, "We'll see what happens."
The US has designated Venezuelan President Nicolás Maduro a "narcoterrorist" and placed a $50m bounty on his arrest.
Earlier in September, a US drone attack killed 11 people on board a Venezuelan boat; Trump alleged they were linked to the Tren de Aragua cartel, but Venezuelan authorities denied that.
Tensions have escalated between the two countries, with the US deploying military assets to the region, and Venezuela responding by flying F-16 jets near a US Navy destroyer.
