Outlook There is much to commend in Ofgem's burst of activity of late. Its announcements yesterday of an investigation into Scottish Power's price promises and the go-ahead for energy market reforms already trailed were both sensible. Yet one cannot help but feel these matters are trivial compared to the big question facing Britain's energy industry – the one publicly posed by the regulator more than a year ago, to which we have yet to hear a satisfactory answer.

Scottishpower is planning to build a big gas-fired power station near Bristol. The power plant, known as Avon power station, will have a generation capacity of between 900-1,200 megawatts and will use high efficiency combined-cycle gas turbine technology.

The energy regulator Ofgem stepped up efforts to temper the influence of the biggest utilities yesterday by proposing that they auction up to a fifth of their electricity generation output and simplify tariffs that leave customers "bamboozled" by their complexity.
