Letter: Aid for Russia

Sir: Russia is in dire need of international financial assistance, and it is in our interest to provide it. We fear that terrorists may gain access to Russian nuclear and biological weapons. Why doesn't the international community negotiate to purchase Russia's weapons of mass destruction and then arrange for them to be destroyed on Russian soil?
