Sir: Ken Livingstone argues cogently that "Britain has a special duty to accept asylum-seekers" (Comment, 10 June) because of the billions made exporting weapons to dictators who use them on either their own people or others. Why not meet the cost of providing benefits and shelter to refugees by a hypothecated levy raised on all overseas sales of arms?
