Letter: War's dilemmas
Sir: Mr Lee may be right (letter, 5 June); recent experience in the Balkans suggests that a war can be "won" by air power alone. But at what a cost in civilian lives and civil infrastructure!
Surely in taking military action in a humanitarian cause there is an obligation to minimise the loss of civilian lives and property.
In the case of Serbia and Kosovo a different strategy and a different timing might well have produced a much more morally acceptable outcome.
