Sir: The United States, Germany and Sweden now require arms brokers to obtain a licence for all arms transfers, even when the weapons do not touch home soil. With a government review in the pipeline, the UK now has a chance to do the same.

Post-conflict reconstruction in Kosovo will be fraught with difficulties. However one problem, the re-circulation of arms, can be addressed in part by agreeing international regulations and controls over arms brokering and shipping agents. By changing its own laws, the UK can lead the way.
