FRANCE may be where they do things better, but you can't beat Sweden for thoroughness. Where else would a contemporary music festival start with an air display? Stockholm New Music 1993, opening tomorrow afternoon, also promises ('weather permitting') smoke sculptures and choirs. The score by Peter Lunden is the first of 13 premieres during the week, featuring some of the names that cropped up here in 'Tender is the North' and finishing with orchestral Xenakis.
