A decision on whether to allow Hare Krishna followers to hold religious festivals which can attract 12,000 people in a quiet Hertfordshire village is unlikely to be made until October. Hertsmere borough council's planning sub-board failed to decide whether a change of use should be permitted at Bhaktivedanta Manor, Letchmore Heath, to allow mass worship and construction of a new access road.

The matter will now be discussed by the full council which is not due to meet for three months.
