Public Services Management: The tender trap
COMPULSORY competitive tendering has led to a drop in standards at council leisure centres, according to a report this week by the Institute of Leisure and Amenity Management, conducted by Leisure Futures consultants. Standards at privately managed centres had remained the same, but quality at publicly managed centres had dropped, the survey found.
