Yeltsin decree

President Boris Yeltsin has placed Russia's reserves of precious metals including gold and diamonds under his personal control in a decree marking a return to the old days of state control.

The decree ordered 'enhanced state control over allocation and sales of precious metals and gems' with immediate effect.
