Public Services Management: Update: Directive action

The EC Services Directive, which takes force on 1 July, will require public services managers to adopt a standard, open tendering system, advertised in all member states, with the private negotiation of contracts forbidden. The regulations will apply to compulsory and voluntary tendering.
