Public Services Management Update: Regulations row
The Welsh Office has agreed to an application from the Cohse union overturning a decision of South Glamorgan health authority to ignore transfer-of-undertakings regulations in the issuing of a contract. New tenders will now be sought. The regulations protect terms of employment when it is deemed to be transferred, restricting outside tenderers' ability to win contracts in the public sector by cutting pay or increasing hours.
