LORD HOLLICK, the Labour peer and managing director of MAI - which owns Anglia Television, a controlling stake in Meridian, and is part of a consortium that wants to start up Channel 5 - made a rare speech last week to call for more effective government policies on the media.

He wants a new definition of a media monopoly to cover all forms of media, from print to telecommunications-delivered services, in local, regional and national markets; and a single watchdog responsible for all broadcasters including cable and satellite services such as BSkyB, which currently does not have to meet any public service obligations.
