Michael Howard, the Home Secretary, has refused a request for a meeting with the parents of the murdered child James Bulger. Ralph and Denise Bulger had asked to meet Mr Howard to discuss the sentence to be served by James's killers after it emerged that the trial judge had recommended a minimum of eight years. The Home Office said Mr Howard had 'decided that it would not be right'.
