Ray Morgan, a magistrate in Cheltenham who granted bail to a man on a rape charge who then killed a 23-year-old woman, has resigned. After Andrew Hagans, 25, was jailed for life for the rape and murder of Anna McGurk there were calls for Mr Morgan to go.
