St Paul's cathedral is to be flanked by a large office development in a theme-park Classical style, unless the Secretary of State for the Environment turns down a decision by the Corporation of London.

The corporation voted for the scheme despite criticism from the Royal Fine Art Commission and its own planners. Last year Peter Rees, the City's chief planning officer, said the scheme made his flesh creep.
