The Government squeaked home late last night after a Tory mini- revolt threatened it with defeat over a Labour move to reduce VAT on home insulation from 17.5 to 8 per cent, writes Donald Macintyre.

In a critical vote during the report stage of the Finance Bill the Government defeated the amendment by Alan Simpson, the Campaign Group MP, by just one vote, 280-279.
