RENTS RISE: Average council house rents in England increased 98 per cent in real terms between 1979, when the Tories came to power, and 1993, Sir George Young, the housing minister, disclosed in the Commons last night. The average weekly rent in April 1979 was pounds 6.41 and pounds 33.50 in April 1993, he said.
