NHS MANAGERS: General and senior management posts in hospital and community health services rose from 510 in 1986 to 12,420 in 1991, Brian Mawhinney, the Health Minister, said. Prior to 1986 the NHS was 'clearly undermanaged', he said, adding: 'Comparisons over the years are meaningless because the growth in numbers and costs is mainly due to the reclassification of staff previously included in other . . . categories. Managers accounted for 2 per cent of the NHS workforce, he said.
