MOTORWAY CONES: Only three of the 2,500 calls received by the Cones Hotline since it was set up in June 1992 have led to cones being removed, Robert Key, the roads minister, said. A Department of Transport spokesman said: 'I think this proves that cones, in nearly all cases, are there for a purpose.'
