RIOT REPORT: A successful crackdown on a "heavy drug culture" at Everthrope jail, Humberside, was one of the main reasons for the New Year riots, according to a Prison Service report, publication of which was announced by the Home Secretary, Micha el Howard, in a Commons written reply. It also says the governor's orders were not always fully implemented, there was a failure to communicate security intelligence and a high level of staff were off sick at the time of the riots on 2 and 3 January.
