PRISON TARGETS: Ian Lang, Secretary of State for Scotland, announcing tough new targets for the Scottish Prison Service in 1995-96, stipulated that no dangerous prisoners should escape and the number of significant incidents be kept below 10. Serious assaults on staff should be no higher than 4 per 1,000 staff, he said.
