Prisoner's challenge

A prisoner who has served 20 years in jail for a murder he says he did not commit is seeking leave in the High Court to prosecute a former chief constable for allegedly suppressing a report which he claims proves his innocence.

Paul Cleeland, 50, is seeking permission to challenge a magistrate's refusal to allow the private prosecution. The case was adjourned to let the magistrate reply.
