Review guidance was unlawful
The Secretary of State for the Environment gave unlawful guidance on the review of local government, the High Court ruled. The judgment - in a test case brought by Derbyshire and Lancashire county councils against directions given by John Gummer to the Local Government Commission for England - throws the review into confusion and makes it harder for the Government to achieve its aim of replacing two-tier council structures with unitary authorities.
