Abacha's men

General Sani Abacha's regime is installing 'caretaker' local authorities across Nigeria, almost five months after scrapping existing councils, AFP reports from Lagos. The move followed criticisms that the government had delayed setting up authorities so that General Abacha could hold on to power.
