WASHINGTON - President Clinton said there are limits to committing US troops abroad - even when 'our values are offended by human misery'. In a radio address on the Memorial Day holiday weekend, when the nation honours its war dead, Mr Clinton said the realities of the post-Cold War era impose limits on America's role in the world.
