German talks
BONN (Reuter) - Chancellor Helmut Kohl, opening talks with Germany's 16 regional state premiers yesterday, defended his plans to cut public spending and raise some taxes to try to cut budget deficits caused by unification.
At the start of what were likely to be tough talks, Mr Kohl said the government's 'Federal Consolidation Programme' was an overall plan to resolve key budget and tax questions.
