United Nations and Iraqi negotiators last night were nearing completion of a draft agreement that would allow Baghdad to sell dollars 1.6bn ( pounds 1.1bn) of oil to purchase humanitarian supplies, AP reports from New York.

Any agreement would have to receive the approval not only of the Security Council, but also of the Secretary-General, Boutros Boutros-Ghali, and the government in Baghdad.
