IF YOU have trouble passing your driver's test, it may be worthwhile catching a plane to Manila. For 1,200 pesos ( pounds 28) - about the cost of one lesson in Britain - a 'fixer' will get you a full licence in seven days while you sunbathe by the pool. Reporters from a local television station exposed the scam by successfully applying for a driving licence for a blind man. By law he should have appeared at the licensing office, taken a written exam and driving test and, if successful, waited two months for his licence. The television crew merely handed over a photo, paid up and had the licence for the blind man in a week.
