Go-ahead for Patten reform

HONG KONG (AFP) - The Hong Kong government said it would go ahead with one of the less controversial reform proposals by the Governor, Chris Patten, and set up an election commission despite Peking's opposition.

The independent, three-member commission will make recommendations on geographical constituency boundaries and oversee the conduct of elections. Its recommendations will be submitted to the Governor before the end of this year, while those concerning the 1995 legislative council elections will be submitted by September 1994.
