HK reprimand

HONG KONG (Reuter) - A judge investigating a New Year stampede when 21 young people were crushed to death has said that the police did nothing to control the size of the crowd crammed into a Hong Kong nightlife district.

In an interim report released yesterday, Judge Kemal Bokhary recommended that police should in future prevent dangerously large crowds from gathering and expressed concern about teenage drinking in Lan Kwai Fong district.
