Phnom Penh - Cambodia's government said it would negotiate a ransom payment to the Khmer Rouge for the release of three Western hostages. Those held are Mark Slater, 28, from Britain, Jean-Michel Braquet, 28, from France and David Wilson, 29, an Australian. Reuter
