Khmer Rouge hostages 'safe'

TOKYO - The Cambodian government said yesterday that no ransom should be paid to Khmer Rouge guerrillas who kidnapped three foreign tourists, including one Briton, writes Terry McCarthy. But the Prime Minister, Prince Norodom Ranariddh, who went to the kidnap site at the weekend, said he had confirmation that they were still alive and was optimistic they would be released.
