Kim Jong Il fails to show
Tokyo - Kim Jong Il, the publicity-shy heir to power in North Korea, failed to turn up for a key ceremony marking the foundation of the country yesterday, writes Terry McCarthy. Some observers had expected him to use the occasion to put his stamp on the leadership, vacant since his father's death two months ago. Kim Jong Il has not been seen in public since 20 July.
