Minister snubs PLO mayor

London - A meeting between Foreign Office minister, Douglas Hogg, and the Palestinian mayor of Bethlehem, Elias Freij, failed to take place yesterday because of Britain's continuing refusal to have ministerial contacts with the PLO.
